LULUCF forest monitoring governance is essential for producing consistent and comparable forest information across countries in the EU. This deliverable explains how a permanent monitoring and pathway assessment system could be organised in practice. It describes roles and responsibilities at national and EU level, options for data flows and validation (combining ground data and remote sensing). Additionally, it outlines key considerations on data protection and accessibility, expected resource needs and costs. Most importantly, it gathers the project’s recommendations to strengthen LULUCF reporting and accounting.
